Review of Public Administration – Northern Ireland Health and Social Care.
Phase Two of the Review of Public Administration in relation to Health and Social Care will be implemented on 1 April 2009. This will involve a number of organisational changes including the creation of new bodies and the dissolution of others.
The structural changes that will become effective on that date are:
· a single Health and Social Care Board to replace the existing four Health and Social Services Boards. It will focus on commissioning, resource management and performance management and improvement;
· a Public Health Agency that will incorporate and build on the work of the Health Promotion Agency but will have much wider responsibility for health protection, health improvement and development to address existing health inequalities and public health issues for all the people of Northern Ireland;
· a Business Services Organisation to provide a range of support functions for the whole of health and social care system. The Directorate of Information Systems will be dissolved merged into this new organisation;
· a single Patient and Client Council to replace the current Health and Social Services Councils with five local offices operating in the same geographical areas as the existing Trusts, to provide a strong voice for patients, clients and carers;
· the NI Regional Medical Physics Agency will be merged with the Belfast Health and Social Care Trust; and
· the functions of the Mental Health Commission will transfer to the Regulation and Quality Improvement Authority.
· The NI Practice and Educational Council, NI Medical and Dental Training Agency, NI Guardian Ad Litem Agency, NI Social Care Council and Health Estates Agency will remain unchanged.
· The Minister is currently giving further consideration to the position of the NI Blood Transfusion Service.

The CSA Regional Supplies Service will become a part of the HSC Business Services Organisation.

The overall responsibility for the CSA Regional Supplies Service in Northern Ireland lies with the Permanent Secretary of the DHSS&PS, by whose decision it was in 1992 that the Regional Supplies function should be managed on a regional basis. The task of the Regional Supplies Service is to manage the contracting, purchasing and supplies process and the resources available for materials and services effectively, so enabling more resources to be directed into non-material health care requirements.
