Stock Products
In the case of the regional warehouses all items stocked are replenished through the use of the established agreements. Payment for these products is also made by Regional Supplies Service.
Non Stock Products & Services
The buying process conducted for customers is consistent. Each office will receive appropriately approved requisitions from customers department. These requests are in turn channelled to the relevant route for purchase of goods for that customer e.g. purchase order, EDI and Purchase Card etc.
Receipt of these products and services will be approved by the respective customer site and payment made by them accordingly.
Procurement of products and services managed by Regional Supplies Service uses both local and regional contracts as appropriate. Regional Supplies Service also participates in a number of contracts led by organisations such as NHS Purchasing and Supply Agency (PASA), Scottish Healthcare Supplies (SHS), Welsh Health Supplies (WHS), The Office of Government Commerce (OGC) and members of the Northern Ireland Procurement Practitioners Group (PPG).
In the case of local and regional contracts these follow guidelines issued by DHSS & PS on circular Contract Procedures - Supplies HSS (PDD)12/2002.

* DHSS&PS Mini Code limits for quotations, tenders and open competitive tenders.
Competitive Quotations and Tenders
In keeping with The Public Supply Contracts Regulations 1995 and The Public Services Contract Regulations 1993, the respective EC Thresholds for advertising will apply together with use of appropriate procedures and its timescales. Details of these can be found at www.simap.eu.int
Tenders below EC Threshold are issued in accordance with DHSS Mini Code. Details of the Mini Code can be found at www.dhsspsni.gov.uk Such tenders are advertised on the Regional Supplies Service website at www.csarss.net a summary notice is published in the Belfast Telegraph each Friday night referring readers to Regional Supplies Service website.
Quotations are issued in accordance with DHSS Mini Code.

These general Terms and Conditions will apply unless added to and/or varied by any Special Condition applicable to individual arrangements for the purchase of goods or supply of services as issued by Regional Supplies Service.
